The National Electric Power Regulatory Authority (NEPRA), Pakistan’s power sector regulator, is hiring a Technology Consultant for one year (extendable). The consultant will lead the design and implementation of a modern IT system to digitize investment plan approvals, regulatory reviews, and performance monitoring. The ideal candidate will have deep experience in IT systems, automation, project governance, and power sector operations.

Key Responsibilities:
- Design and implement a standardized IT system for investment proposals, approvals, monitoring, and reporting.
- Automate and digitize business processes in line with regulatory and institutional needs.
- Create a centralized data platform for systematic filing, data management, and tracking.
- Integrate effective project management tools for real-time evaluation and performance.
- Ensure transparency and efficiency in investment processing.
- Collaborate with stakeholders on financial, legal, and tariff systems.
- Recommend and implement secure, scalable system architecture.
- Provide internal training and change management support.
- Perform any other tasks assigned by the Authority.
Required Qualifications:
- Bachelor’s degree in Computer Engineering.
- Registration with the Pakistan Engineering Council (PEC).
- MBA preferred, with strong understanding of project and business process management.
Experience Requirements:
- 15+ years in the power sector with focus on IT, operations, or automation.
- Proven international experience in IT systems and digitization.
- Track record of contributing to or authoring specification requirements.
- Experience in security, especially cyber security.
- Deep understanding of NEPRA rules and investment frameworks.
- Data warehouse and analytics experience is a plus.
- Experience in managing end-to-end investment processes.
Contract Details:
- Duration: One year (extendable based on performance and project needs).
- Compensation: Based on NEPRA’s approved structure and negotiable with selected candidates.
