Elementary And Secondary Education Foundation Education Sector Consultants Peshawar

The Elementary and Secondary Education Foundation (ESEF), Government of Khyber Pakhtunkhwa, in coordination with the Elementary and Secondary Education Department (ESED) and with the technical support of UNICEF, invites applications from suitably qualified individual consultants for high-level technical consultancy positions under rule 28(1) of KP-PPRA Rules 2014.

Positions Available

• Senior Education Sector Analysis and Planning Consultant (01 Post) – Duration: 6 months (deliverable-linked), Duty Station: Peshawar with field travel across KP.
• Education Costing Financing and Data Analysis Consultant (01 Post) – Duration: 6 months (deliverable-linked), Duty Station: Peshawar with field travel across KP.

Scope of Work

Both consultants will jointly lead and contribute to key deliverables, participate in consultations and validation workshops, and ensure that the final Education Sector Plan (ESP) is evidence-based, financially realistic, and fully aligned with provincial priorities and UNESCO/GPE methodologies.

Eligibility Criteria

• Senior Education Sector Analysis and Planning Consultant: Master’s degree in Education, Economics, Public Policy, Development Studies, or related field with 10 to 12 years of professional experience leading Education Sector Analysis (ESA) and Education Sector Plan (ESP) assignments aligned with UNESCO/GPE guidelines.
• Education Costing Financing and Data Analysis Consultant: Master’s degree in Economics, Public Finance, Statistics, or related discipline with 12+ years of experience in education financing, public finance, EMIS, statistical analysis (Excel, Stata, SPSS, R), and education costing.
