Field Monitor

Aiming Change for Tomorrow (ACT) International, in partnership with UNICEF Punjab and in coordination with BISP/Benazir Nashonuma Programme (BNP), the Punjab Department of Health, Lady Health Worker Programme, and relevant district stakeholders, is implementing BNP 3.0 across ten districts of Punjab. This programme focuses on improving maternal, child, and adolescent nutrition while strengthening gender-responsive nutrition and social protection systems among BISP beneficiary households. Activities will be delivered through existing BNP Facilitation Centres, Support Centres, and community structures. The Field Monitor will play a critical role in independently monitoring and verifying programme activities, beneficiary outreach, data quality, and implementation standards. This position involves conducting regular and unannounced visits to Facilitation Centres and communities, verifying activities, collecting beneficiary feedback, identifying gaps, and reporting findings to the MEAL Officer. All staff are expected to adhere to ACT, UNICEF, BISP/BNP, and Government of Punjab policies, including safeguarding, gender equality, disability inclusion, and confidentiality, while performing only approved non-clinical roles.

Key Responsibilities

Field Monitoring & Verification: Conduct planned and unannounced visits to Facilitation Centres, communities, group sessions, and outreach locations. Verify activity implementation against workplans, schedules, and source documents. Observe counselling, community engagement, group sessions, and other interventions. Confirm attendance, beneficiary participation, and outreach coverage. Identify gaps, risks, and deviations, and follow up on corrective actions.

Technical Quality Monitoring: Observe counselling sessions related to maternal nutrition, MIYCN, breastfeeding, complementary feeding, and responsive feeding. Monitor Early Childhood Development (ECD), parenting, nurturing care, early stimulation, and play activities. Ensure proper use of counselling tools, IEC materials, session guides, and referral forms. Review Mother and Father Support Groups’ functionality, participation, and facilitation quality. Verify cooking demonstrations and outreach activities for accuracy and appropriateness. Review referral documentation and follow-up evidence.

Data Quality Assurance: Collect monitoring data using approved digital or paper-based tools. Cross-check reported data against registers, attendance sheets, referral records, and beneficiary feedback. Verify completeness, consistency, and accuracy of records. Identify discrepancies and data-quality issues. Submit accurate monitoring reports within agreed timelines and maintain comprehensive records of visits and findings.

Beneficiary Feedback & Accountability: Engage respectfully with beneficiaries and community members to gather feedback on programme quality and accessibility. Assess relevance, safety, and accessibility of activities. Inform beneficiaries about feedback and complaints mechanisms. Document and refer concerns through approved channels, maintaining confidentiality and escalating safeguarding issues as needed.

Assessments & Reporting: Support baseline, midline, endline, and other assessments through accurate data collection. Assist in piloting tools, administering questionnaires, conducting interviews, and verifying data. Prepare concise reports highlighting findings, risks, recommendations, and corrective actions. Participate in review meetings and clarify field findings.

Safeguarding, Inclusion & Security: Ensure respectful, confidential, and non-discriminatory interactions. Monitor disability inclusion, accessibility, and safeguarding risks. Comply with ACT safeguarding, PSEA, child protection, consent, and incident-reporting procedures. Follow approved travel, security, and safety protocols. Ensure monitoring activities do not expose anyone to harm or risk.

Required Qualifications

Bachelor’s degree in Social Sciences, Public Health, Statistics, Nutrition, Development Studies, or a related field. A minimum of 3–5 years of relevant experience in field monitoring, MEAL, data collection, surveys, community development, nutrition, or health programmes. Proven experience in conducting field visits, beneficiary interviews, verification exercises, and source-document reviews. Strong observation, verification, interviewing, and report-writing skills. Ability to engage respectfully with diverse communities and handle sensitive information responsibly. Commitment to safeguarding, confidentiality, accountability, and inclusion. Willingness to undertake extensive field travel.

Preferred Qualifications and Benefits

Additional training in monitoring, research, data collection, MEAL, or digital data systems is advantageous. Experience with Kobo, ODK, or similar digital data-collection platforms is preferred.
