The Pakistan Digital Authority (PDA), a statutory apex regulatory and implementation body established under the Digital Nation Pakistan Act, 2025, is mandated to lead Pakistan's transition towards a digitally empowered nation. PDA is responsible for formulating national digital standards, harmonizing digital initiatives across federal, provincial, and local governments, and executing the National Digital Masterplan to foster a robust Digital Economy, Digital Society, and Digital Governance.
Considering the specialized, strategic, and time-bound requirements of this mandate, PDA intends to engage individual consultants possessing domain-specific expertise and international experience not readily available within the public sector.

Eligibility Criteria & Requirements
Position Code: PDA-C018
Required Qualification: Master's / Bachelor's (16 Years) in Computer Science, Information Technology, Software Engineering, Business Administration, Digital Governance, Public Policy or related field from an HEC recognized university / reputable foreign institution.
Professional Experience: Substantial domain-specific expertise and international experience in digital transformation strategy, operating models, enterprise architecture, and public sector digitization.

Key Mandate & Scope of Work
- Design, formulate, and execute the Digital Transformation Operating Model for public sector institutions across Pakistan.
- Harmonize digital initiatives across federal, provincial, and local government tiers in alignment with the National Digital Masterplan.
- Establish digital frameworks for Digital Economy, Digital Society, and Digital Governance pillars.
- Advise on institutional restructuring, digital KPIs, agile service delivery, and digital governance policies.
- Liaise with international stakeholders, regulatory bodies, and technology partners for standard compliance.
